I don't know if the plutocrats/kakistocrats (who comprise the essential core of our Oligarchy) are yet aware of their determination to "kill off poor, useless, expensive people," but when they do become aware of their heart's desire, I think their "New Age genocide" will start with large cash payments to ALL women of color in exchange for submitting themselves to sterilization.
In the first round of sterilization, the cash offer could be as low as $100,000.00 -- and would increase, at intervals, to a million dollars.
Remember. It costs c. $50,0000.00 a year to imprison someone, and 1% of the population is behind bars. So, getting rid of the underclass (and the increasingly unnecessary working class) demonstrates the cost-effectiveness of paying underclass women to be sterilized, if only by circumventing the cost of imprisonment.
I also draw your attention to one of the many ignominious facts about the United States and its supposedly "Number 1" status, is that there has never been a society -- including the Soviet gulag at its apogee -- that has come close to imprisoning such a large percentage of its population as the United States does -- and has done for a hundred years of more.

Then, after 2-3 years of this "reproductive cleansing," the Dictatorshit (no typo) would offer the "holdouts" the irresistible sum of 1 million dollars.
Or, Oligarchy's goons could deport the unwanted reproductive women who remain (as it is already deporting people -- citizens and non-citizens without due process -- to foreign countries), or, for simplicity's sake, they will arrange that these women (a la Putin) be defenestrated with the accompanying narrative that "they committed suicide."
Clearly "the details" are yet to be worked out.
But you get the picture.
To paraphrase Trump's 2016 quote about providing great health care for EVERYONE... "it's going to be sooooo easy."
