Any nation’s constitution is just a fleshless skeleton, and those people who refuse to be civil and who trash "Gentlemen's agreements" are, by my lights, singularly nefarious, indeed traitorous, citizens.
By way of jingoistic platitudes, they pay lip service to the constitution, while at the same time they make effective government - and a reasonably happy population - absolutely impossible.
